The 1892 series had been printed in recess and to facilitate the transfer-roll overbringing of the design on the plates special target dots had been made first:

1910 Commemoratives

Not only for the 1892 definitives but also for the 1910 Commemoratives series printed in recess in order to facilitate the transfer-roll overbringing of the design on the plates special target or guiding dots had been made first in the plate:
