Earlier definitives in recess also must have had these types of paper!
The 1957 Buildings series had a 10s printed in recess that got reprinted every now and then until 1973!

So far I can see that most commemoratives in the 1969-1984 period - in recess or combined - have this very specific uneven surfaced paper as if it had been prepared for the recess process ON PURPOSE.
The commomoratives in photogravure only [and the few ones in offset-litho] mainly had a smoothier type of paper!
The definitives in recess+photogravure - on paper in REELS not sheets! - had just the smooth type of paper since 1978.
After 1985 quite often the commemoratives in recess [+photogravure] still had the smudgy paper! Even into the 21st century.....
