Sometime ago I found a new type of paper for the 1921 Postal Congress stamps! Dutch paper with watermark Multiple Suns + AЯ and blue fibers in it! Two copies I found and I mentioned this in a separate thread of the Foro!
Now, I found a third copy of the 5c Postal Congress! It is a pity that the ministerial is a fake!
but what is even more striking is the existence of this type of paper in the 1917 JSM series!
