Germany - striped or laid printing!?

There has been a discussion in Germany about a so-called striped print in the 1987 definitives!
The answer given by the State Printing House in Berlin was that these stripes were due to the paper surface!!!
I think this is total rubbish and another example of how the officials do not want the philatelists get to know certain matters.

José,
I cannot enlarge the picture of the article, but the following scans should give you the idea!
Should the surface of the paper be the culprit then all colours should have these stripes!

The orange ink is striped! But why isn't the blue ink? The surface of the paper is not different!
The stripes have nothing to do with the paper surface it is due to the gummi cylinder that was used to off-set the ink from the original plate or cylinder to the paper reel or sheet.
